Staff/ and, or, or pupil ratio for classroom programs

(a)
- (1) The group size in any classroom with ABC Program children shall not exceed eight (8) children for ages birth through eighteen (18) months, fourteen (14) children for ages eighteen (18) months through three (3) years, twenty (20) children for ages three through five (3 – 5) years, or the classroom’s licensing capacity, whichever is less.
- (2) Programs may integrate ABC Program classrooms with children funded through other sources.
- (3) However, the maximum group sizes listed above apply to all children in a classroom containing ABC Program children, regardless of funding source.
(b) The adult-to-child ratio in any classroom with ABC Program children shall not exceed:
- (1) One-to-four (1:4) for birth to eighteen (18) months;
- (2) One-to-seven (1:7) for eighteen (18) months to three (3) years; and
- (3) One-to-ten (1:10) for three through five (3 – 5) years.
(c)
- (1) A minimum of fifty percent (50%) of the staff must remain in the classroom during rest time for children three through five (3 – 5) years old only.
- (2) Full staffing must occur for all other ages and at all other times, including meals.
(d)
- (1) Pursuant to licensing regulations, a teacher or aide may escort a child or group of children to a bathroom or school nurse if another qualified staff person remains in the classroom.
- (2) A classroom shall not be counted out of compliance for a teacher taking a brief bathroom break as long as the other staff member remains in the classroom.
