(a)
- (1) The Request for Applications will specify all application procedures for an ABC Program.
- (2) The Division of Elementary and Secondary Education is not obligated to review any proposal received after the submission deadline stated in the application.
- (b) If all ABC Program funds are not allocated or expended during any program year, the division may initiate an additional application period to fully obligate all available funds.
(c)
- (1) An agency shall operate its ABC Program in accordance with all information contained in the grant application.
- (2) Any deviation from the information in the application must first be approved by the division.
- (3) This includes budget items.
- (d) All applications submitted by sectarian or sectarian-affiliated programs must first be reviewed to ensure that approval of funding will not result in a violation of the First Amendment to the United States Constitution.
