The purpose of this part is to identify and define the rules, procedures, and practices regarding the Arkansas Public School Computer Network (APSCN) and other related systems relating to:

1. (1) The Division of Elementary and Secondary Education;
2. (2) Public school districts;
3. (3) Open-enrollment public charter schools; and
4. (4) Education service cooperatives.
