(a) Each public school district shall employ classroom teachers who:
(1) Meet the licensure requirements pursuant to:
- (A) Arkansas law; or
- (B) Division of Elementary and Secondary Education rules; or
(2) Are teaching under a licensure exception pursuant to:
- (A) Arkansas law; or
- (B) Division rules. (D/C)
(b) Each public school district shall not employ:
- (1) An individual, including as a substitute teacher whether directly employed by the school or through a teaching services contract, whose license has been suspended or revoked by the State Board of Education for a disqualifying offense; or
(2) Those licensed or unlicensed individuals who have been sanctioned for an ethical violation pursuant to:
- (A) Arkansas law; or
- (B) Division rules. (D/C)
- (c) Each public school district must comply with the Right to Read Act, Arkansas Code § 6-17-429, regarding the hiring of teachers who demonstrate proficiency in knowledge and practices of scientific reading instruction. (D/P)
(d) Each public school district shall:
- (1) Register with the division any teacher who is in his or her first year of employment as a teacher; and
- (2) Ensure these teachers receive mentoring support for their first three (3) years. (D/C)
- (e) At least once every four (4) years, the district shall report in the state-approved platform a summative rating for each teacher. (D/C)
