(a) Each public school district shall employ classroom teachers who:

1. (1) Meet the licensure requirements pursuant to:

   1. (A) Arkansas law; or
   2. (B) Division of Elementary and Secondary Education rules; or

2. (2) Are teaching under a licensure exception pursuant to:

   1. (A) Arkansas law; or
   2. (B) Division rules. (D/C)

(b) Each public school district shall not employ:

1. (1) An individual, including as a substitute teacher whether directly employed by the school or through a teaching services contract, whose license has been suspended or revoked by the State Board of Education for a disqualifying offense; or

2. (2) Those licensed or unlicensed individuals who have been sanctioned for an ethical violation pursuant to:

   1. (A) Arkansas law; or
   2. (B) Division rules. (D/C)

(d) Each public school district shall:

1. (1) Register with the division any teacher who is in his or her first year of employment as a teacher; and
2. (2) Ensure these teachers receive mentoring support for their first three (3) years. (D/C)
