Equitable access to excellent educators
Arkansas Code § 6-11-105; Arkansas Code § 6-11-112; Arkansas Code § 6-15-2905
(a) Public school districts are responsible for recruiting, hiring, retaining, and developing effective teachers and leaders by using programs provided by the Division of Elementary and Secondary Education, including without limitation:
- (1) The Teacher Excellence and Support System, including professional growth plans for teachers;
- (2) The Leader Excellence and Development System, including professional growth plans for leaders;
- (3) Educator effectiveness opportunities for professional learning and career growth;
(4) Resources and technical assistance for:
- (A) District professional development plans;
- (B) Cultural responsiveness; and
- (C) Equity; and
- (5) Recruitment and retention programs.
(b) Each public school and school district shall ensure that its educators provide instruction that aligns with the academic standards established to prepare students to demonstrate the skills and competencies necessary for:
- (1) Successful academic growth; and
- (2) High school graduation.
(c) Each public school and school district shall report:
(1)
- (A) The data required by the division to identify and evaluate educator effectiveness, in accordance with Arkansas law, including without limitation professional qualifications, teaching assignment or assignments, professional development, and performance ratings during the required career summative evaluation year.
- (B) The division will use the data reported to calculate the rate at which low-income and minority students are taught by educators who are:
(i) Ineffective;
(ii) Inexperienced; or
- (iii) Teaching a subject for which they are not currently licensed;
- (2) Professional qualifications of educators through cycle submissions; and
(3) The number of teacher and leader career summative performance ratings for each category through the Teacher Excellence and Support System.
- (d) Public school districts whose data reflect disproportionality under this part shall develop and implement strategies for equitable access within the district’s support plan.
