(a)

1. (1) The Division of Elementary and Secondary Education shall recommend and the State Board of Education shall approve performance levels for each state-required assessment administered to meet federal reporting requirements.
2. (2) The performance levels shall include skills and competencies necessary for a student to be college-ready and career-ready by the completion of high school.

(b) The division shall recommend and the state board shall approve performance levels for:

1. (1) English language arts;
2. (2) Mathematics; and
3. (3) Science.

(e)

1. (1) The division shall identify the literacy screeners required under 6 CAR § 60-104(b)(2) which:

   1. (A) Shall meet the requirements of Arkansas Code § 6-41-603; and
   2. (B) May be the same screener used for dyslexia screening.

2. (2)

   1. (A) The literacy screeners required under 6 CAR § 60-104(b)(2) shall be utilized to determine student progression in reading in kindergarten through grade three (K-3) and shall be:

(i) Given during the first thirty (30) days of the school year;

1. (ii) Repeated, if indicated, midyear; and

   1. (iii) Given at the end of the school year.
   2. (B) The division shall collect and publish aggregated public school district, open-enrollment public charter school, and overall state literacy assessment results annually by October 1.
