A technical advisory committee composed of nationally recognized experts and psychometricians shall:
- (1) Be selected by the Commissioner of Elementary and Secondary Education; and
- (2) Advise the Division of Elementary and Secondary Education in technical matters pertaining to the validity, reliability, accuracy, and fairness of their assessment and accountability system.
