The Division of Elementary and Secondary Education shall cooperate with the Arkansas Council for Military Children to develop a guidance document to assist parents with the application and provisions of:
(1) The Arkansas Military Child School Transitions Act of 2021, Arkansas Code § 6-28-101 et seq.; and
