The military family education liaison designated by the Commissioner of Elementary and Secondary Education shall:

1. (1) Have specialized knowledge related to the:

   1. (A) Educational needs of children of military families; and
   2. (B) Obstacles that children of military families face in obtaining an education;
2. (2) Serve as a member of the Arkansas Council for Military Children; and

3. (3) Have duties as defined by the Chair of the Arkansas Council for Military Children, which shall include without limitation:

   1. (A) Assisting the chair and the council in the administration of the Arkansas Military Child School Transitions Act of 2021, Arkansas Code § 6-28-101 et seq.;
   2. (B) Facilitating school transitions of children of military families; and
   3. (C) Assisting in the orientation and training of public school district military family education coordinators.
