(a) The programs and services of each education service cooperative shall be based upon the:
- (1) Needs of the school districts included in its service area; and
- (2) Educational priorities of the state.
- (b) Each education service cooperative shall provide a teacher center as its basic curriculum and staff development capability.
(c) Education service cooperatives may provide shared educational programs and services such as:
- (1) Needs assessment and school improvement planning;
- (2) Staff development;
- (3) Curriculum development;
- (4) Itinerant teachers;
- (5) Instructional materials;
- (6) Adult and vocational education;
- (7) Programs for gifted and talented;
- (8) Education for children with disabilities;
- (9) Alternative educational programs;
- (10) Secondary area vocational centers;
- (11) Community-based education programs; and
(12) Other services that:
- (A) The State Board of Education may approve; or
- (B) School districts may support with local funds.
