1. (a) The programs and services of each education service cooperative shall be based upon the:

   1. (1) Needs of the school districts included in its service area; and
   2. (2) Educational priorities of the state.
2. (b) Each education service cooperative shall provide a teacher center as its basic curriculum and staff development capability.

3. (c) Education service cooperatives may provide shared educational programs and services such as:

   1. (1) Needs assessment and school improvement planning;
   2. (2) Staff development;
   3. (3) Curriculum development;
   4. (4) Itinerant teachers;
   5. (5) Instructional materials;
   6. (6) Adult and vocational education;
   7. (7) Programs for gifted and talented;
   8. (8) Education for children with disabilities;
   9. (9) Alternative educational programs;
   10. (10) Secondary area vocational centers;
   11. (11) Community-based education programs; and

   12. (12) Other services that:

       1. (A) The State Board of Education may approve; or
       2. (B) School districts may support with local funds.
