The use of state funds under 3 CAR § 20-114 includes expenditures for:

1. (1) Newspaper, television, radio, and other forms of communication;
2. (2) Publication materials;
3. (3) Travel expenses relative to reimbursement;
4. (4) Surveys;
5. (5) Private contracts; and
6. (6) Postage.
