(a) The rules under this part apply to permits authorizing the sale of controlled beverages for consumption on the premises only of a:
- (1) Hotel or motel; or
- (2) Restaurant.
- (b) This part should be regarded as being supplementary to, and not in replacement of, the code provisions of this state relating to the matters covered by this part.
