1. (a) This part applies to all permits issued by the authority of the Alcoholic Beverage Control Division of the State of Arkansas to sell controlled beverages at retail.
2. (b) This part should be regarded as being supplementary to, and not in replacement of, the code provisions of this state relating to the matters covered by this part.

3. (c) In addition to this part, other rules applicable to the matters covered by this part may be found under:

   1. (1) 3 CAR pt. 1;
   2. (2) 3 CAR pt. 4, in regard to hotel and motel, and restaurant permits; and
   3. (3) 3 CAR pt. 2, in regard to the transportation of native Arkansas beverages and small farm wines as defined within this part.
