(a) As used in this subpart:

1. (1) “Agronomic crops” means the species in each of the following plant groupings belonging to the domain of agronomy:

   1. (A) Cereal or grain crops;
   2. (B) Grain legumes or pulses and oilseed crops for food, feed, or industrial use;
   3. (C) Pasture and forage crops;
   4. (D) Fiber crops;
   5. (E) Sugar crops; and
   6. (F) Starchy root and tuber crops;

2. (2)

   1. (A) “Horticultural crops” means:

(i) Vegetable crops;

1. (ii) Fruit crops;

   1. (iii) Edible nuts;

      1. (iv) Other ornamental crops; and
      2. (v) Nursery crops.
   2. (B) In addition, the aromatic crops and the medicinal crops are included; and

2. (3) “Natural state” means unfinished or unprocessed agronomic or horticultural crops originating in Arkansas from the first point of severance to a point in the state at which they first undergo any:

   1. (A) Finishing;
   2. (B) Processing;
   3. (C) Preparation for processing;
   4. (D) Conversion; or
   5. (E) Transformation.
