(a) No oversize movement through the Greater Little Rock area from 7:00 a.m. to 9:00 a.m. or 4:00 p.m. to 6:00 p.m. on:
- (1) Interstate 30 (mile marker 138 – 143);
- (2) Interstate 40 (mile marker 151 – 155); and
- (3) All of Interstate 630.
- (b) Permits will be issued for movement during daylight hours only as established by the National Oceanic and Atmospheric Administration's Weather Service.
(c) A permit is not valid for movement when visibility is less than five hundred feet (500') or during inclement weather, including but not limited to:
(1) Periods of extremely hard driving:
- (A) Rain;
- (B) Freezing rain;
- (C) Sleet; or
- (D) Snow; or
- (2) Other hazardous conditions.
- (d) Movement of vehicles under permit may be restricted during strong winds or wind gusts exceeding twenty (20) knots (twenty-three miles per hour (23 m.p.h.)).
(e) The Permit Section office will be closed on the days that the following holidays are officially observed by the State of Arkansas:
- (1) New Year's Day;
- (2) Martin Luther King, Jr. Birthday/Robert E. Lee Day;
- (3) George Washington's Birthday/Presidents’ Day;
- (4) Memorial Day;
- (5) Independence Day;
- (6) Labor Day;
- (7) Veterans' Day;
- (8) Thanksgiving Day;
- (9) Christmas Eve;
- (10) Christmas Day; or
(11) As directed by the:
- (A) Director of State Highways and Transportation;
- (B) Chief of the Arkansas Highway Police Division of the Arkansas Department of Transportation; or
- (C) Commander.
(f) No permits will be issued for movement on the days that the following holidays are observed:
- (1) New Year's Day;
- (2) Memorial Day;
- (3) Independence Day;
- (4) Labor Day;
- (5) Thanksgiving Day; and
- (6) Christmas Day.
- (g) If a holiday listed in subsection (f) of this section is observed on Monday or Friday, movement on a weekend following a Friday observance or preceding a Monday observance shall not be allowed.
(h) A permit may be issued for movement on the days that the following holidays are observed when the permit is obtained in advance:
- (1) Martin Luther King, Jr. Birthday/Robert E. Lee Day;
- (2) George Washington's Birthday/Presidents’ Day;
- (3) Veterans' Day;
- (4) Christmas Eve; or
(5) As directed by the:
- (A) Director;
- (B) Chief; or
- (C) Commander.
