(a) No oversize movement through the Greater Little Rock area from 7:00 a.m. to 9:00 a.m. or 4:00 p.m. to 6:00 p.m. on:

1. (1) Interstate 30 (mile marker 138 – 143);
2. (2) Interstate 40 (mile marker 151 – 155); and
3. (3) All of Interstate 630.

(c) A permit is not valid for movement when visibility is less than five hundred feet (500') or during inclement weather, including but not limited to:

1. (1) Periods of extremely hard driving:

   1. (A) Rain;
   2. (B) Freezing rain;
   3. (C) Sleet; or
   4. (D) Snow; or
2. (2) Other hazardous conditions.

(e) The Permit Section office will be closed on the days that the following holidays are officially observed by the State of Arkansas:

1. (1) New Year's Day;
2. (2) Martin Luther King, Jr. Birthday/Robert E. Lee Day;
3. (3) George Washington's Birthday/Presidents’ Day;
4. (4) Memorial Day;
5. (5) Independence Day;
6. (6) Labor Day;
7. (7) Veterans' Day;
8. (8) Thanksgiving Day;
9. (9) Christmas Eve;
10. (10) Christmas Day; or

11. (11) As directed by the:

    1. (A) Director of State Highways and Transportation;
    2. (B) Chief of the Arkansas Highway Police Division of the Arkansas Department of Transportation; or
    3. (C) Commander.

(f) No permits will be issued for movement on the days that the following holidays are observed:

1. (1) New Year's Day;
2. (2) Memorial Day;
3. (3) Independence Day;
4. (4) Labor Day;
5. (5) Thanksgiving Day; and
6. (6) Christmas Day.

(h) A permit may be issued for movement on the days that the following holidays are observed when the permit is obtained in advance:

1. (1) Martin Luther King, Jr. Birthday/Robert E. Lee Day;
2. (2) George Washington's Birthday/Presidents’ Day;
3. (3) Veterans' Day;
4. (4) Christmas Eve; or

5. (5) As directed by the:

   1. (A) Director;
   2. (B) Chief; or
   3. (C) Commander.
