2. (b) The operational analysis is integral to understanding the benefits and potential impacts to the freeway system and local roadway network.
3. (c) A detailed traffic operational analysis must accompany all requests through the IJR.
4. (d) Defining the scope of the operational analysis will primarily be driven by the purpose and need of study.
5. (e) The type of operational analysis will primarily be determined by the defined operational performance measures that relate to the purpose and need.
6. (f) The intent of this section is to present considerations that the proposing entity should address in the operational analysis.
7. (g) Details of specific analysis tools and technical guidance can be found in the appendix.
