1. (a) A request for final approval for a proposed new or revised freeway access can be submitted to the Arkansas Department of Transportation once the appropriate planning, air quality conformity, and environmental processes under the National Environmental Policy Act of 1969, 42 U.S.C. § 4321 et seq., have been completed.
2. (b) The project should also be included in the TIP/STIP and the MPO’s MTP prior to final approval.
3. (c) The request for final approval should be accompanied by the final design and right-of-way plans for construction.
4. (d) If the department determines all appropriate processes have been completed and concurs with the request, the department will forward it to the Federal Highway Administration with a recommendation for final approval.
