(a) Requests for proposals (RFPs) shall be:

1. (1) Project-specific; and
2. (2) Developed by the Arkansas Department of Transportation.

(c) The RFP describes the:

1. (1) Project;
2. (2) Requirements for submitting a proposal;
3. (3) Selection process;
4. (4) Evaluation criteria;
5. (5) Technical requirements for designing and constructing the project; and

6. (6)

   1. (A) Various documents required to establish the proposer’s:

(i) Plans; and

1. (ii) Abilities to perform and manage the project.

   1. (B) At a minimum, the RFP shall include:

      1. (i) Instructions to proposers containing well-defined requirements of the proposal;
      2. (ii) Technical provisions clearly defining the project's:

1. (c) (c) Specifications;

   1. (iii) Reference material that may be necessary to prepare a complete response to the RFP; and

      1. (iv) The evaluation criteria for the proposal including well-defined requirements for obtaining the maximum score.
   2. (C) Additional requirements for the RFP may be included in the design-build guidelines and procedures.
