(a)
- (1) The Arkansas Department of Transportation inspection in a D-B process should be less extensive than under the DB-B process, depending on the construction schedule and the type of project.
- (2) The primary role of the department should be to monitor the progression of the construction against the final plans and specifications prepared by the design-builder.

- (1) With mixed assignments on the project site, the department and design-builder inspectors will need to maintain close coordination to ensure none of the required quality assurance measures are overlooked.
(2) Copies of the working drawings will be forwarded to the department for use in the:
- (A) OVTI inspection;
- (B) Mandatory inspection (hold points, to be determined for each project); and
- (C) Construction inspection oversight (witness points, to be determined for each project).
- (3) Required hold points and witness points should be defined in the RFP and DBA.
