- (a) Potential D-B projects may be proposed by Arkansas Department of Transportation staff for consideration by the Director of State Highways and Transportation.
- (b) The department may also receive an unsolicited project proposal (UPP) for a proposed D-B project by a potential design-builder which should be handled in accordance with the processes outlined in Appendix C.
- (c) The final determination of whether a project is selected by the department for utilization of D-B methodology is the responsibility of the State Highway Commission.
