- (a) When the utility owner identifies a need for change to the quantity, type, or scope of preliminary or construction engineering, the utility owner shall inform the Utilities Section Head or resident engineer, as applicable, of the reason for the requested change along with a detailed estimate of the revised cost.
- (b) The Utilities Section Head or resident engineer will review the requested change and, if recommended, prepare the appropriate documentation, as necessary.
