1. (a) The utility owner's records must fully support the invoiced amounts.
2. (b) The invoice must contain only those costs actually incurred as direct or related costs in the relocation or removal of the utility owner's facilities related to the specific highway project covered in the PE agreement or relocation agreement.
3. (c) The invoice must reference the Arkansas Department of Transportation highway project number for which costs are incurred.
