When all or part of the cost of required relocation of a utility owner's facilities is determined to be reimbursable, the Utilities Section shall be furnished the following:

1. (1) One (1) copy of a detailed cost estimate;
2. (2) Three (3) sets of detailed relocation plans; and

3. (3) A letter transmitting the cost estimate and plans which includes statements to indicate:

   1. (A) How many calendar days, after being authorized, it will take to begin the work;
   2. (B) The number of working days required for completion of the relocation work; and
   3. (C) A statement that no arbitrary percentages or amounts have been added to cover assumed costs.
