(a) This part shall apply to the owners and operators of utility facilities, including but not limited to:

1. (1) Electric power;
2. (2) Water;
3. (3) Sewer;
4. (4) Gas;
5. (5) Communications;
6. (6) Chemical;
7. (7) Oil;
8. (8) Petroleum products;
9. (9) Steam;
10. (10) Stormwater not connected with highway drainage;
11. (11) Irrigation; and
12. (12) Similar facilities.

(b) This part shall apply to:

1. (1) Installation of new utility facilities;
2. (2) Addition to or maintenance of existing utility facilities;
3. (3) Relocation of utility facilities;
4. (4) Removal of utility facilities; and
5. (5) Vegetation control related to utility facilities’ installations and maintenance.
