1. (a) The security shall be returned to the person making the deposit or his or her personal representative, however, the draft issued by the Office of Driver Services shall be made payable to the depositor.
2. (b) If the depositor has deceased since the deposit was made, then the estate of such depositor may request return of the deposit.
