1. (a) Verification that a vehicle was owned or leased to the United States, this state, or any political subdivision of this state or municipality may come in the form of a written statement executed by an authorized agent of such governmental division.
2. (b) Verification that the driver was operating such vehicle with permission shall come in the form of a written statement executed by an authorized agent of such governmental division.
