- (a) In order to request a judicial appeal of the final order of the Department of Finance and Administration denying or revoking a special interest license plate or decal, the organization to whom the special interest license plate or decal has been denied must file a petition for review as required under this section.
- (b) A petition for judicial review may not be filed unless the organization has completed the administrative appeal process outlined in 27 CAR § 16-109.
(c) The petition for judicial review shall be filed within thirty (30) days of the Secretary of the Department of Finance and Administration’s final decision in:
- (1) The circuit court of any county in which the organization is located; or
- (2) Pulaski County Circuit Court.
- (d) Judicial review of administrative decisions under this part shall be governed by the provisions of the Arkansas Administrative Procedure Act, Arkansas Code § 25-15-201 et seq.
