1. (a) Funding for all reappraisals required under Acts 1999, No. 1185, will be in the form of a reimbursement for expenses first paid by counties either to county assessor’s budgets or to reappraisal firms.
2. (b) Appraisal plan and/or appraisal contracts must be approved before reimbursement begins.

3. (c)

   1. (1) The state may withhold the last four (4) reimbursement payments until the reappraisal has been completed in accordance with the rules of the Assessment Coordination Division, whereupon payments will be released less any costs or expenses for corrective action.
   2. (2) Withholding will commence with the plans starting in 2003.
