1. (a) The Assessment Coordination Division shall contract with a qualified individual with adequate training and experience necessary to formulate an appropriate examination designed to test one’s ability to perform as an appraisal manager.

2. (b) The examination shall:

   1. (1) Emphasize theory and practice of mass appraisal as opposed to conventional single property appraisal;
   2. (2) Be designed in two (2) sections; and

   3. (3) Include, but not be limited to:

      1. (A) The first section of the appraisal manager exam shall be a multiple-choice exam designed to test the individual’s knowledge of mass appraisal terminology and theory; and
      2. (B)

3. (i) The second section of the exam shall be a case study or studies.

   1. (ii) The case study portion of the exam will:
4. (a) (a) Provide the student with a sample county; and

5. (b) (b) Require the student to work out the appropriate number of personnel and budgets necessary to perform a countywide reappraisal.

   1. (c) The proficiency exam will contain subject matter of the IAAO Administration Course and will cover:
   2. (1) The Arkansas property valuation system;
   3. (2) Sales editing;
   4. (3) Neighborhood delineation;
   5. (4) Use of location factors; and
   6. (5) Effective ages.
