Unless a different administrative remedy is provided by statute, regulation, or rule, any person denied Department of Human Services assistance, and any person entitled by state or federal law, rule, or regulation to appeal an adverse department action, may initiate an administrative adjudication by submitting a written appeal in compliance with the requirements applicable to the assistance denied or adverse action taken.
