Department of Human Services administrative adjudications are to:

1. (1) Be conducted:

   1. (A) Impartially;
   2. (B) Timely;
   3. (C) Fairly;
   4. (D) Professionally; and
   5. (E) Objectively; and
2. (2) Lead to decisions that are consistent with applicable state and federal laws.
