(a)
- (1) All rehabilitation services must be provided in the most cost-effective manner possible, consistent with the individual’s needs and informed choice.
(2) The cost must be:
- (A) Allocable;
- (B) Allowable;
- (C) Reasonable; and
- (D) Necessary.
(3) This means the cost must:
- (A) Be necessary for the performance or administration of the vocational rehabilitation program;
- (B) Follow sound business practices;
- (C) Follow procurement processes;
- (D) Be prudent under state and local laws;
- (E) With fair market prices;
- (F) Be in accordance with informed choice as outlined in 34 C.F.R. § 361.52; and
- (G) Fall within the terms of the vocational rehabilitation grant award.

- (A) This includes using comparable benefits when applicable.
- (B) See DSB Policy 6.9.
(b)
- (1) The division must not place absolute dollar limits on specific service categories or on the total cost of services provided to an individual.
- (2) Staff must comply with the established fee schedules and rates put in place for goods and services.
