(a)

1. (1) All rehabilitation services must be provided in the most cost-effective manner possible, consistent with the individual’s needs and informed choice.

2. (2) The cost must be:

   1. (A) Allocable;
   2. (B) Allowable;
   3. (C) Reasonable; and
   4. (D) Necessary.

3. (3) This means the cost must:

   1. (A) Be necessary for the performance or administration of the vocational rehabilitation program;
   2. (B) Follow sound business practices;
   3. (C) Follow procurement processes;
   4. (D) Be prudent under state and local laws;
   5. (E) With fair market prices;
   6. (F) Be in accordance with informed choice as outlined in 34 C.F.R. § 361.52; and
   7. (G) Fall within the terms of the vocational rehabilitation grant award.

4. (4)

   1. (A) This includes using comparable benefits when applicable.
   2. (B) See DSB Policy 6.9.

(b)

1. (1) The division must not place absolute dollar limits on specific service categories or on the total cost of services provided to an individual.
2. (2) Staff must comply with the established fee schedules and rates put in place for goods and services.
