Referrals or applicants will not be excluded from applying for services or be found ineligible for services on the basis of:

1. (1) Race;
2. (2) Age;
3. (3) Sex;
4. (4) Color;
5. (5) National origin;
6. (6) Type of expected employment outcome;
7. (7) Source of referral;
8. (8) Particular service needs or anticipated cost of services;
9. (9) Income level of the applicant or their family;
10. (10) Applicant’s employment history or current employment status; or
11. (11) Applicant’s educational status or current educational credential.
