(b) The following principles generally apply to the division’s consumers and potential consumers:

1. (1) Timeliness of services, decisions, and notifications;
2. (2) Nondiscriminatory availability of services;
3. (3) Confidentiality of consumer files;

   2. (B) See 25 CAR § 2-201 et seq.;
5. (5) Allowances for exemptions to policy limitations under reasonable extenuating circumstances; and
6. (6) An opportunity to appeal decisions regarding to their planned services or their eligibility for such services.
