(c) Comparable services or benefits are:

1. (1) Provided or paid for, in whole or in part, by:

   1. (A) Other federal, state, or local public agencies;
   2. (B) Health insurance; or
   3. (C) Employee benefits;
2. (2) Available to the individual at the time needed to ensure the progress of the individual toward their independent living goal; and
3. (3) Commensurate with the services that the individual would otherwise receive from the division.
