(b) A person is qualified to become a candidate for an active administrator trustee position if the person is:

1. (1) An active member with at least five (5) years of actual service credit in the Arkansas Teacher Retirement System; and

2. (2)

   1. (A) Employed in a position requiring an administrator’s license.
   2. (B)

(i) As provided in Arkansas Code § 24-7-301, at least one (1) of the administrators serving as an active administrator trustee shall be employed by a covered employer as a school superintendent or educational cooperative director.

1. (ii) If there is an open administrator active member trustee position and the other filled administrator active member trustee position is held by a person who is not a superintendent or an educational cooperative director:

(b) (b) The notice of election shall state that a candidate for the open administrator active member trustee position is required to be a superintendent or an educational cooperative director.

1. (c) A member is eligible to vote in an election for an active administrator trustee position if the member is:
2. (1) An active member, regardless of the amount of credited service that the member has in the system; and
3. (2) Employed as a licensed administrator in a position requiring an administrator’s license.
