1. (a) Persons first receiving monthly benefits from the Arkansas Public Employees’ Retirement System on or after October 1, 1999, shall be required to participate in the electronic direct deposit program.
2. (b) Persons receiving monthly benefits before October 1, 1999, shall enroll in the electronic direct deposit program on or before April 1, 2000.
3. (c) Waivers may be granted to those persons who certify in writing that they do not have a savings or checking account.
