A member may cancel his or her retirement if:

1. (1) He or she notifies the Arkansas Public Employees’ Public Retirement System in writing prior to the effective date of retirement; or

2. (2) After the effective date, he or she may cancel by:

   1. (A) Notifying the system in writing; and
   2. (B) Returning the benefit payment on or before the fifteenth calendar day of the month for which he or she received his or her first benefit payment.
