After the grant of a permit to operate by the Arkansas Public Service Commission, a TNC shall file in the docket in which it received its permit to operate on or before March 31, June 30, September 30, and December 31 of each year, a written affidavit, signed by an officer of the TNC, confirming that the TNC is:
- (1) Providing to the rider prior to the rider entering the driver’s personal vehicle the picture of the driver and the license plate number of the personal vehicle;
(2) Transmitting an electronic receipt to the rider after the end of the TNS which indicates:
- (A) The origin and destination of the trip;
- (B) The total time and distance of the trip; and
- (C) An itemization of the total fare paid, if any;
- (3) Verifying that the TNC and its drivers have complied with the motor vehicle liability insurance coverage requirements of Arkansas Code § 23-13-709; and
- (4) Maintaining a list of drivers and a description of their personal vehicles, indicating whether each is covered by the motor vehicle liability insurance as required by Arkansas Code § 23-13-709 and whether the background checks for each driver and motor vehicle safety and emissions checks required by Arkansas Code §§ 23-13-713 and 23-13-714, respectively, have been completed.
