After a public hearing, the Arkansas Public Service Commission may require an LEC to make extensions, additions, repairs, or changes in or improvements to any equipment or line if the Arkansas Public Service Commission finds that they should reasonably be made to:

1. (1) Promote the security or convenience of the public; or
2. (2) Secure adequate service or facilities.
