An LEC may not suspend service to an account for the following reasons:

1. (1) Not paying for non-telecommunications merchandise or non-telecommunications services purchased, rented, or leased from or through the LEC;
2. (2) Not paying for a different kind or different class of service;
3. (3) An LEC is serving the customer through a separate active account and the customer does not pay for service to that account; or
4. (4) Another telephone customer has separate telephone service at the same location and does not pay for that service.
