1. (a) If a customer pays part of a bill for LEC service, an LEC shall first credit the payment to earlier charges for telecommunications service.

2. (b) This section does not apply when there:

   1. (1) Is a disputed bill;
   2. (2) Is a delayed payment agreement; or
   3. (3) Are other written instructions.
