Except as provided in 23 CAR § 466-402(a), an LEC shall not charge an additional deposit if:

1. (1) A customer requests that his or her service end at one (1) location and that the same kind and class of service from the same LEC begin at another location; and
2. (2) The change takes ninety (90) days or less.
