- (a) When an LEC refuses to serve an applicant for not paying a previous bill and the applicant disputes the amount due, the applicant may complain to the Arkansas Public Service Commission.
(b)
- (1) An LEC may require a deposit of the disputed amount before serving the applicant.
- (2) However, an LEC may waive this deposit.
- (c) Once a deposit of the disputed amount is either posted or waived, the LEC shall serve the applicant pending final disposition of the dispute.
- (d) When the complaint is resolved, the LEC shall promptly refund any part of the deposit found to be due the applicant with interest from the date of the deposit.
