- (a) No TP shall offer intrastate long distance or toll service within Arkansas without first obtaining a certificate of public convenience and necessity from the Arkansas Public Service Commission.
- (b) All applications shall be made in accordance with the Arkansas Public Service Commission’s Rules of Practice and Procedure, 23 CAR pt. 462.
