Consistent with Arkansas Code § 23-17-414(b)(2) and § 23-17-414(c), after the initial election and implementation of EAS, the ILEC can initiate a proceeding with the Arkansas Public Service Commission to change the rate or rates pursuant to the provisions of this part.
