Each LEC shall minimize interference to communications circuits from inductive power influence by taking such steps as:

1. (1) Ensuring that:

   1. (A) All grounding connections are proper; and
   2. (B) Cable shields are continuous;
2. (2) Maintaining proper electromagnetic balance of communications circuits;
3. (3) Coordinating with the electrical power utility to identify and cooperatively develop a solution to noise problems; and
4. (4) Taking any other appropriate measures.
