A TP shall not unlawfully discriminate against an applicant for service or an existing customer in the provision of telecommunications service based on:

1. (1) Race;
2. (2) Color;
3. (3) Creed;
4. (4) Religion;
5. (5) National origin;
6. (6) Sex;
7. (7) Marital status; or
8. (8) Receipt of public assistance.
