1. (a)

   1. (1) This part sets forth standards for service by each TP.

   2. (2) This part is intended to:

      1. (A) Ensure adequate service;
      2. (B) Prevent discrimination and unfair practices; and
      3. (C) Protect both consumers and TPs from unreasonable demands.

2. (b)

   1. (1) Any service regulation, policy, procedure, rule, or service application, except those approved in special contracts by this Arkansas Public Service Commission or permitted by Acts 1997, No. 77, that conflicts with this part is void and unlawful unless the:

      1. (A) TP files a formal application for an exemption; and
      2. (B) Arkansas Public Service Commission approves it.
   2. (2) This part is not intended to, and does not, affect or replace any Arkansas Public Service Commission-approved regulation, policy, procedure, rule, or service application of any TP that addresses items other than those covered in this part.
3. (c) Unless the context otherwise requires, wherever the masculine gender is used in this part, it shall include the feminine gender.

4. (d) Unless the context otherwise requires, wherever the

   1. (1) Singular form of a word is used in this part, it shall include the plural form; and
   2. (2) Plural form is used, it shall include the singular.
