23 CAR § 465-703
A water utility shall not place a meter in service or allow a meter to remain in service without adjustment and correction if it has an average measurement error greater than plus or minus three percent (±3%) when registering water at stream flow equivalent to approximately two gallons per minute (2 gpm), ten gallons per minute (10 gpm), and twenty gallons per minute (20 gpm) under normal service pressure.
